Paul works with businesses, organizations and individuals to build partnerships to increase the environmental, economic and cultural importance of oysters. He especially enjoys working with organizations whose interests align with the ORP mission, including private companies, public institutions, and fellow NGOs.

He has more than 30 years of experience in policy, communications, and partnerships in local and state governments and the private sector. Paul holds master’s and bachelor’s degrees in economics from West Virginia University. He served as chief of staff for Maryland Gov. William Donald Schaefer and director of communications for Gov. Robert Ehrlich.

Paul lives in Annapolis and enjoys kayaking and cooking in his free time.
